He has written for Star Trek: The Next Generation and Star Trek: Deep Space Nine as well as the TV series Now and Again, Dark Angel and Medium, and is co-creator and writer of The 4400. He is of Cuban descent. Echevarria can be seen in the background of the scene set at Vic Fontaine's Lounge in the final episode of Star Trek: Deep Space Nine, "What You Leave Behind".
